I assume you are wearing boxers. This might be your problem as boxers dont always give proper privacy or restrain. Try boxer briefs or briefs. Make sure you buy a size large enough to comfortable accommodate your junk.
when i have a stiff penis i just put it up. then it gets caught in my waist band and it stays there. feels okay but if its embarassing to u just like it is to me then put it up.
Put it up in your waistband instead of down your leg. That's what my boyfriend does anyway, he says it's a bit uncomfortable but much less noticable.
