How close are you to this friend? It's kind of girl code of conduct that if you know your friend likes a boy, you don't make a move for him. If you two are really close, you could tell her how you feel, but make it clear that you respect that he is her territory. First off, if everyone knows, it's not a secret. You guys are allowed to like the same guy, there is no rule about that. it's how you handle it. Tell your friend that you like him too. If she gets to a point where she views you as competition, you have to make a choice him or your friend (if you're at an age where you're posting this question, you should choose your friend). My final word on this topic, never become competition for another girl if you can help it. If a guy is really into you, you won't have to compete.
